    ATC’s Success Stories and Achievements

    Project Example 1 – Acquisition and Project Management Support for Medical Devices.
    ATC provided project management support for over 20 medical products within the Army’s modernization and advanced development portfolios. We helped navigate DoD 5000 acquisition regulations and FDA regulatory approval guidelines. We developed project plans to ensure tracking of cost, schedule, risks, and performance. Our team supported biomedical products such as the hemorrhage control device, temporary corneal repair, CT scanner, ocular scanner, video laryngoscope, emergency suction unit, field anesthesia, and portable digital radiography system.  We evaluated ultrasound technologies for use in forward battlefield areas to evaluate traumatic brain injury (TBI), conducted analyses of alternatives (AOAs) for physiological monitoring of brain injury at the point of injury, and coordinated with vendors to ensure that medical products are supportable and sustainable when fielded.

    Project Example 2 – Assistance for Small Business R&D Programs.
    ATC provides acquisition support for Small Business Innovative Research (SBIR) and Small Business Technology Transfer (STTR) Programs. We work closely with Army Program Managers to develop and advertise up to 50 topics per year covering the full range of military medical solutions for the battlefield. We provide outreach and communications services to ensure that small business vendors understand the solicitation process, giving them the best chance for success. We work closely with the web developer of the proposal portal to ensure that it is user-friendly. We help to receive, process and ensure fair reviews of over 600 proposals per year resulting in over 150 awards totaling almost $80M.

    Project Example 3 – Business and Educational Programs to Encourage Creativity and Innovation.
    ATC organizes seven Military Health Systems Vendor Days per year, allowing vendors to showcase medical products that meet the Joint Service’s mission needs. We also administer the New Products and Ideas (NPI) web portal and prepare weekly “What’s the Biz Wednesday” social media posts including tracking of likes, shares, comments, and followers on the USAMRDC’s Facebook site. We plan and execute the Annual Spring Research Festival including exhibit coordination, speaker development, facility planning, and community outreach. To support the workforce of the future, ATC coordinates the Gains in Education of Mathematics and Sciences (GEMS) Summer Program for over 2000 students and 750 staff members including curricula development. We also established the Junior Solar Sprint competition to promote STEM opportunities for students in underserved communities.

    Project Example 4 – Congressional Liaison Support to Army Medical R&D Programs.
    ATC’s senior scientific advisors assist the U.S. Army Medical Research and Development Command (USAMRDC) with responding to up to 70 inquiries from Congress on a monthly basis. We also coordinate up to 15 monthly Congressional visits and executive meetings. Our team maintains intimate knowledge of the USAMRDC portfolio of medical solutions for the battlefield. Our expertise includes consultation services for the evaluation of Congressional language for DoD budget authorizations and appropriations. As an example, we provided subject matter expertise related to the Zika vaccine program by attending teleconferences with Walter Reed Army Institute of Research (WRAIR) and reviewing vaccine development and license negotiation updates.

    Project Example 1
    3D Printing Feasibility Study for Medical Equipment Repair Parts. In support of the US Army Medical Materiel Agency (USAMMA), ATC researched the feasibility of manufacturing medical equipment repair parts using Additive Manufacturing (AM) technology. Issues and challenges associated with use of 3D printers include regulatory and quality assurance requirements, device complexity, printer capability, material requirements, byproducts and environmental issues, and end-product testing. ATC performed a thorough analysis, comparing several potential scenarios that USAMMA could adopt to ultimately obtain their goal of 3D printing repair parts at depot settings. Currently, a USAMMA Integrated Product Team (IPT) continues to consider potential 3D technology solutions.

    Project Example 2
    Regulatory Documentation for Biologics and Pharmaceuticals. ATC developed regulatory documentation for both generic and product-specific Food and Drug Administration (FDA) submissions. ATC reviewed Investigational New Drug applications, Investigational Device Exemption applications, Pre-Market Notifications (510ks), Pre-Market Approval applications, Biologics License Applications and New Drug Applications. We also designed clinical protocols, Final Clinical Study Reports, Investigator Brochure updates, and Informed Consent Forms. Our team conducted literature reviews, coordinated FDA meetings, prepared read ahead packages, reviewed safety and efficacy updates, and developed meeting minutes for products such as Pentostam, Paromomycin + Gentamicin Topical Cream, and Cryopreserved Platelets.

    Project Example 3
    Medical Equipment Technology Assessments for US Army. ATC’s engineers and analysts participated in Technology Assessment and Requirements Analysis (TARA) studies to help military hospitals operate more effectively and control costs. The TARA process is used to manage the life cycle of medical equipment, create a five-year replacement plan, and justify the need for new technology in all clinical departments throughout Army Medical Treatment Facilities (MTFs). At each MTF, ATC conducted interviews with clinical and administrative staff to collect information on workload, staffing, medical equipment needs, and historical maintenance records. From all of this data, we recommended removing, upgrading, replacing or adding medical equipment to the department.

    Project Example 4
    cGxP Training Services. ATC provides customized training courses including current Good Clinical Practices (cGCP), current Good Manufacturing Practices (cGMP), current Good Laboratory Practices (cGLP), Human Subjects Protection, and Corrective Action Preventive Action (CAPA). We discuss U.S. Food and Drug Administration and International Conference on Harmonization guidance and regulations as well as staff responsibilities in the proper conduct of clinical trials. Our courses, available in the U.S. and internationally, have been attended by Army and Navy personnel, civilians, personnel from regulatory agencies, and private industry. ATC’s training emphasizes the importance of ethics in clinical trials, particularly with respect to patient rights, quality data, and transparency.

    Project Example 1 – Financial Database Upgrades for Army Medical Development Program.

    ATC built an interface between legacy systems and the current Army standard system, General Fund Enterprise Business System (GFEBS), in support of the USAMMDA Pharmaceutical Systems PMO, the office responsible for advanced development, licensure, and fielding of pharmaceutical products for use by the US Military. This interface assisted Product Managers with tracking the development status and budgets of their product portfolios. ATC applied a modular waterfall method during software development which allowed us to develop plug-and-play modules that could be added or removed without affecting the application as a whole. This dynamic greatly improved our ability to quickly respond to new requests and requirements from the client. ATC transitioned three separate MS Access databases to one consolidated MS SQL back-end data warehouse with one consolidated MS Access user interface.

    Project Example 2 – Cybersecurity Support for National Service Organization.
    ATC provided IT security support to the Corporation for National and Community Service (CNCS), better known as AmeriCorps. We helped the Chief Information Security Officer (CISO) with IA documentation, Security Authorization and Accreditation (SA&A) support, and FISMA Compliance. We assisted with development of cybersecurity policies, vulnerability assessments, and continuous monitoring to ensure that CNCS’s networks and systems are protected from cyber threats, enabling CNCS to better meet its mission of improving lives, strengthening communities, and fostering civic engagement through service and volunteering.

    Project Example 3 – Medical Device RMF Support for US Army.
    ATC supported the Army PMO responsible for all imaging, image management, and clinical technologies that interface to the electronic medical record, supporting the agency’s goal to build and enable health readiness for our Service Members worldwide. Our staff was responsible for assuring proper operational status, interoperability and cybersecurity in relation to the installation, acceptance testing, sustainment, maintenance and replacement of imaging systems across 65 hospitals and 412 clinics. All systems must receive an Authorization to Operate (ATO) package prior to fielding. We ensured that all systems were setup with DISA approved guidelines to prevent against threats. We performed periodic vulnerability assessment and compliance scans, creating Plans of Action and Milestones (POA&Ms) for discovered vulnerabilities and tracking them for remediation as part of the Risk Management Framework (RMF) continuous monitoring process.

    Project Example 4 – Network Performance Monitoring for Defense Health.
    As a subcontractor, ATC assists with monitoring systems, applications, and network performance of the DHA Enterprise Network for the End-to-End (E2E) Performance and Planning Management Tool (PPMT). These monitoring tools are used at over 200 Medical Treatment Facilities throughout the Military Health System. ATC provides support for the measurement and validation of AHLTA, MHS GENESIS, and other MHS applications. The contract team is responsible for developing and refining performance data collection methodology, automated status alerting and reporting constructs for DHA applications and networks, including the Medical Community of Interest. We maintain the certification and accreditation (C&A) posture and documentation of PPMT to adhere to DoD IA and DHA IA Security policy.

    ATC’s Success Stories and Achievements

    Project Example 1 – Acquisition Support for Traumatic Brain Injury (TBI) Program.
    ATC’s engineers and project analysts provide project management support for the Laboratory Assay for Traumatic Brain Injury (LATBI) and Noninvasive Neuroassessment Device (NINAD), two important advanced development programs of the U.S. Army Medical Materiel Development Activity (USAMMDA). ATC assisted with developing Essential Characteristics, Program Schedules, Solicitations, Integrated Product Summaries, Test and Evaluation Master Plans, Transition Agreements, and Life Cycle Sustainment Plans, all documents necessary for a successful Milestone C decision. ATC also organized and facilitated device demos, led a field working group, reviewed program budgets, initiated environmental testing, coordinated with Army receiving units, and created kit component lists.

    Project Example 2 – Lifecycle Management for Clinical Technologies in Army Hospitals.

    ATC’s biomedical and clinical engineers, technologists, and logisticians were integral members of acquisition teams ensuring state-of-the-art clinical technologies are delivered to support the Military Health System (MHS).  ATC worked closely with Integrated Product Teams (IPTs), vendors, and hospital staff throughout the country, analyzing requirements and making recommendations for imaging, image management, and clinical technologies that connect to the DoD health information network. We provided acquisition support, assisted with parts and supplies management, and traveled on-site to military hospitals for project milestones such as pre-procurement assessments to ensure the correct hardware and software was purchased. 

    Project Example 3 – Logistics Support for Army Sets, Kits, and Outfits (SKOs).
    ATC’s logistics and cataloging team performed total lifecycle management of medical, nonmedical material and associated support items of equipment. Our team utilized the Theater Enterprise Wide Logistics System (TEWLS) to execute Bill of Materiel (BOM) transactions. We utilized DMMonline to access various e-Commerce and web-based business applications to enhance product workflow by developing logistics plans that affect production, distribution and inventory, ensuring an efficient medical supply chain to support military field units. ATC identified system issues and collaborated with the IT department to establish effective solutions. We assisted purchasing agents with procurement of medical items by reviewing prices and product specifications from suppliers to determine which would provide the best deal.

    Project Example 4 – Biomedical Equipment Repair for Armed Forces Medical Examiner System (AFMES).
    ATC’s Biomedical Equipment Maintenance Technicians supported the AFMES Division of Logistics (DOL) as a subcontractor to the Armed Forces Institute of Pathology (AFIP). ATC was responsible for direct scheduled and unscheduled maintenance of radiographic and diagnostic research equipment. We inspected, operated, and tested equipment to ensure that it met government specifications. We reviewed manufacturer’s literature to clarify operating and maintenance instructions and guidelines. ATC instructed users on the correct procedures, techniques and methods of operating and testing equipment. We provided database management reports, quality assurance/quality control, and other administrative support functions as required.
