Senior Financial Analyst

The Senior Financial Analyst will support the U.S. Army Medical Materiel Development Activity (USAMMDA). Individual will support one of the Project Management Offices (PMOs) responsible for developing medical products such as drugs, vaccines, devices, and medical support equipment. USAMMDA preserves and protects the lives of warfighters by developing medical products to ensure readiness and the highest quality of medical care for DOD personnel.   This position is based in Ft. Detrick, Maryland.  Responsibilities include the following:

  • Support product managers in budgetary and financial functions associated with the purchase and procurement of goods/services.
  • Support all aspects of the Planning, Programming, Budgeting, and Execution (PPBE) System to include but not limited to: Program Objective Memorandum (POM) builds and next fiscal year spend plans for DoD appropriations, Program Decision Memoranda, Budget Estimate Submissions, Execution Reviews, Fiscal Year Budget Planning, Life Cycle Cost Estimates (LCCEs), Research Development Test and Evaluation (R)-Forms, Financial Schedules, Budget Formulations, Justifications and Oversight Monitoring.
  • Use the General Fund Enterprise Business System (GFEBS), initiate Purchase Requisitions, execute monthly financial reports for obligations and disbursement rates, query multiple reports, and be able to use cost estimates such as the LCCE, Average Procurement Unit Cost (APUC), direct and indirect costs in the development of the POM.
  • Support data-driven financial decision-making by leveraging advanced tools and platforms, including SAP BusinessObjects (BOBJ), a business intelligence (BI) platform, to access, interpret, and present data effectively. Work with various reporting tools within the BOBJ suite, similar to Web Intelligence (Webi), Crystal Reports, and Lumira, to create custom reports and interactive visualizations.
  • Support and monitor the acquisition process in designated financial management data systems and ensure contracts, grants, or other agreements are executed and funded, maintain project and grant/contract financial reports (planned expenditures to invoiced expenses), coordinate with peers in the funding chain in other organizations or commands, and assist in preparing precontract management documentation such as creating cabinets, preparing contract packets, and assisting in development of Independent Government Estimates (IGEs) .
  • Analyze and provide reports on programmatic planning and execution data, provide periodic updates to financial plans inclusive of planned release schedules, current fiscal year activity, and prepare reports that will be used to brief senior leadership including business case analyses and fiscal risks.
  • Recommend methods for effective and efficient use of funding in the budget, assist and support Integrated Product Teams (IPTs) in the collection, compilation and presentation of budgetary data, and analyze obligation and disbursement rates against budget.  As budgetary financial challenges arise, seek resolution approaches to resolve and ensure funding is utilized appropriately.  Prepare contract packages to support timely awards and facilitate the acquisition process, as needed, to ensure contracts and agreements operate smoothly.
  • Have the ability to handle demanding situations with clarity, focus and professionalism, and to respond quickly to quick turnaround taskers.

 

REQUIRED QUALIFICATIONS:

  • Bachelor’s Degree in Finance or a related business discipline, or the equivalent combination of education, professional training, or work experience
  • 5+ years of related finance experience
  • Proficiency with MS Office, to include MS Outlook, MS PowerPoint, MS Excel, MS Project, and MS Word, at an intermediate to advanced level; SAP BusinessObjects (BOBJ) and its tools (Webi, Crystal Reports, Lumira) is strongly preferred.
  • Knowledge of and experience with DoD financial management regulation, PPBE processes and technologies, GFEBS and Procurement Integrated Enterprise Environment (PIEE)
  • Excellent Microsoft Excel Spreadsheet skills
  • Excellent written and oral communication skills
  • Must be U.S. citizen and be able to obtain a NACI (TI)-Public Trust Clearance
  • Must be able to pass background and drug testing
