JOB DESCRIPTION:
Allied Technologies and Consulting (ATC) is currently looking for a Senior Administrative Specialist – MILPERS to support the Naval Health Research Center (NHRC) Command Suite and Directorate for Administration (DFA) in San Diego, California. NHRC optimizes military operational readiness through research supporting warfighters, veterans, and family health. This position supports comprehensive, non-personal administrative services that keep executive operations, correspondence, records, personnel actions, training, travel, and command administration moving accurately and on time. This position is based at NHRC, 140 Sylvester Road, San Diego, CA 92106, and is expected to be on-site at the Government facility. Telework is not guaranteed and may occur only when authorized by the Government and ATC management.
DUTIES AND RESPONSIBILITIES:
- Provide senior-level administrative support for military personnel (MILPERS) actions and command personnel readiness requirements.
- Support active duty pay, allowances, special pays, transfers/orders, overseas screening, fitness reports, military leave, separations, retirements, and Projected Rotation Date adjustments.
- Assist with Navy personnel systems and military personnel administration processes, including NSIPS, BUPERS Online (BOL), NFAAS, FLTMPS, Individual Medical Readiness (IMR), and related requirements as applicable.
- Track active duty IMR compliance and provide updates to the Director for Administration or other designated leadership as requested.
- Maintain accurate personnel records, including official files, pay/leave documentation, performance evaluations, service member records, and command/leadership binders.
- Coordinate enlisted and officer promotions, advancements, FITREPs, EVALs, awards, board meeting logistics, and related documentation.
- Process accessions, separations, retirements, sponsorship actions, welcome aboard packages, prospective gains/losses, and sponsor training tracking.
- Draft, review, route, and track official correspondence in compliance with Navy formatting and routing standards, including appointment letters and message traffic review.
- Coordinate training, education, operational support, screenings, LIMDU tracking, PERSTEMPO/OTEMPO, RECLAMA support, leave, travel claims, PCS advances, and entitlements as applicable.
- Ensure compliance with Navy regulations, DoD policies, command-specific guidelines, privacy requirements, and record retention requirements for personnel and administrative files.
EDUCATION, SKILLS AND EXPERIENCE REQUIRED:
- Minimum of 3 years of administrative experience with the military or medical R&D.
- Minimum of 1 year of administrative experience with HR or military manpower.
- Experience with Navy MILPERS, military personnel actions, readiness tracking, FITREPs/EVALs, awards, separations, leave, travel, sponsorship, or military HR systems is strongly preferred.
- Familiarity with Navy administrative correspondence, personnel records, Privacy Act/PII handling, and command routing processes is preferred.
- Strong attention to detail, confidentiality, regulatory compliance, communication, and deadline-management skills.
- Must be a U.S. Citizen and able to obtain and maintain required Government facility, CAC, and IT/network access.
- Must be able to favorably complete the required background investigation/security process, anticipated to include NACLC/T3 or equivalent when required for non-critical sensitive/IT-II duties.
- Must complete required initial and annual Government/DoD training, which may include Cyber Awareness, OPSEC, HIPAA, Ethics, Antiterrorism Awareness, Active Shooter, Preventing Sexual Harassment, and safeguarding covered defense information.
- Must be able to pass background and drug testing.
- Must be dependable, professional, organized, and comfortable working in a fast-paced military/medical research environment with frequently changing priorities.
THIS IS A FEDERAL CONTRACT
Employment is contingent upon contract award, Government approval/acceptance, successful completion of applicable onboarding requirements, and ATC hiring requirements.
