JOB DESCRIPTION:
Allied Technologies and Consulting (ATC) is currently looking for a Senior Administrative Assistant – Manpower / Onsite Supervisor to support the Naval Health Research Center (NHRC) Command Suite and Directorate for Administration (DFA) in San Diego, California. NHRC optimizes military operational readiness through research supporting warfighters, veterans, and family health. This position supports comprehensive, non-personal administrative services that keep executive operations, correspondence, records, personnel actions, training, travel, and command administration moving accurately and on time. This position is based at NHRC, 140 Sylvester Road, San Diego, CA 92106, and is expected to be on-site at the Government facility. Telework is not guaranteed and may occur only when authorized by the Government and ATC management.
DUTIES AND RESPONSIBILITIES:
- Serve as the onsite supervisor and administrative lead for contractor personnel supporting NHRC administrative services.
- Assign work, coordinate schedules, certify time, approve leave, evaluate and manage performance, and address personnel or disciplinary matters for contractor staff.
- Serve as ATC’s day-to-day onsite point of contact for contract personnel, coordinating with ATC management and supporting timely issue resolution.
- Support onboarding and offboarding of new and departing personnel, including paperwork, access coordination, equipment accountability, check-in/check-out sheets, and file maintenance.
- Assist with position management activities, including creating, modifying, and deleting positions in applicable human resources/manpower systems.
- Support maintenance of the command’s Activity Manning Document (AMD), including monthly reviews, identification of errors or inconsistencies, and preparation of applicable Manpower Change Requests.
- Accurately enter and maintain personnel data for command staff in applicable systems, including demographic information, work history, training records, awards, and performance evaluation data.
- Maintain organizational charts reflecting current staffing levels and reporting relationships.
- Support monthly manpower reports and other pertinent reports to the Immediate Superior in Command (ISIC).
- Help organize, prioritize, and manage frequently changing requirements while proactively identifying risks, staffing gaps, and process issues.
EDUCATION, SKILLS AND EXPERIENCE REQUIRED:
- Minimum of 1 year of supervisory experience.
- Minimum of 3 years of administrative experience with the military or medical R&D.
- Experience with manpower, onboarding/offboarding, position management, organizational charts, staff tracking, or HR/personnel data is strongly preferred.
- Proficiency with Microsoft Office Suite, Adobe PDF tools, SharePoint or electronic files, spreadsheets, trackers, and reporting tools.
- Ability to lead contractor staff professionally while maintaining proper non-personal services boundaries and coordinating issues through the appropriate contractor chain of command.
- Must be a U.S. Citizen and able to obtain and maintain required Government facility, CAC, and IT/network access.
- Must be able to favorably complete the required background investigation/security process, anticipated to include NACLC/T3 or equivalent when required for non-critical sensitive/IT-II duties.
- Must complete required initial and annual Government/DoD training, which may include Cyber Awareness, OPSEC, HIPAA, Ethics, Antiterrorism Awareness, Active Shooter, Preventing Sexual Harassment, and safeguarding covered defense information.
- Must be able to pass background and drug testing.
- Must be dependable, professional, organized, and comfortable working in a fast-paced military/medical research environment with frequently changing priorities.
THIS IS A FEDERAL CONTRACT
Employment is contingent upon contract award, Government approval/acceptance, successful completion of applicable onboarding requirements, and ATC hiring requirements.
