Allied Technologies and Consulting was founded in 2001 by two retired Army officers, Intisar Abbasi and Dr. Dale Vander Hamm. Utilizing their military background, the founders original focus for ATC was project management and regulatory affairs support for battlefield military medical research and development programs both overseas and in the continental United States.

Throughout the years, ATC has evolved into a dedicated professional services company focusing on collaboration, hard work, and success in four focus areas: Program Management; Technical & Scientific Services; Cybersecurity & IT; and Operations, Logistics, & Lifecycle Management.

Intisar Abbasi

President / Founder

Intisar Abbasi is co-founder and President of ATC, and is a retired Army Medical Service Corps officer. He is responsible for overall business strategy, direction and growth with day-to-day management of the company. He brings more than 30 years of experience with pharmaceutical care services, chemical and biological defense, force health protection, product development, project management and government contracting to the company.

Dr. Dale Vander Hamm

Senior Vice President / Founder

Dr. Dale Vander Hamm is Co-founder, Senior Vice President, and Chief Financial Officer of ATC. He is a retired Army Medical Service Corps officer. He brings more than 30 years of experience with community and hospital pharmaceutical care services, Food and Drug Administration regulatory affairs, human subject research protections, congressional affairs, military medical science and technology research management to ATC.

Luanne Houck

Director of Business Development

Luanne Houck is our Director of Business Development. She is responsible for business growth strategy, pipeline development, capture management, and proposal planning and preparation. She develops productive relationships with teaming partners, consultants, and current and potential customers. She brings 30 years of experience in government contracting along with an engineering degree, MBA, and PMP certification.

Steve Davis

Director of Cybersecurity and IT

Steve Davis is ATC’s Director of Cybersecurity and Information Technology, and is responsible for business growth within those fields. He is experienced working within diverse organizations, including private sector and federal agencies. Mr. Davis has over 32 years of leadership in program, project and operations management of complex IT and cybersecurity initiatives, providing policy, technical, and personnel guidance, oversight, and accountability.

Jessi Vander Hamm

Business Development / Project Analyst

Jessi Vander Hamm is our business Development and Project Analyst. She dedicates her time to supporting our business development and cybersecurity teams with her experience in engineering and marketing. A graduate from UNCC with a degree in electrical engineering, she has spent the majority of her 10 years in the workforce working in design fields of physical risk management applications and sales marketing.

John Sparks

Operations and Contracts Manager

John Sparks is our Operations and Contracts Manager and has more than 11 years of experience in federal contracting. Mr. Sparks has supported several functions including roles in operations management, project management, contracts management and administration, and business development. He earned a bachelor’s degree in business administration and management from Frostburg State University. Mr. Sparks also serves on the Board of Directors for the Fort Detrick Alliance.

Carmen Amador

HR Generalist / Benefits Specialist

Carmen Amador currently serves as a Human Resources Generalist and Benefits Specialist. She has served ATC in various roles for over 7 years and supports human resources administration, benefits administration, new hire onboarding, and event planning. She is a member of the Frederick and National SHRM Chapter. Her main goal every day is provide a high-level of professionalism and reliable support to all ATC employees.

Leila Abbasi

HR Generalist / Recruitment

Leila Abbasi serves ATC as a Human Resources Generalist and Recruitment Specialist, responsible for staffing, training, retention, employment law and policies, and employee and community engagement. Her mission is to find the right people that are trained for the right job at the right time, while ensuring diversity and compliance for all human resources business practices. She has over 5 years of experience with increasing responsibilities in the full lifecycle of strategic HR functions and she is currently completing a bachelor’s degree in human resources management. Ms. Abbasi is an active member of the Frederick Chamber of Commerce, Generation Connect, Frederick and National SHRM, and the Fort Detrick Alliance.

Salman Akhtar

IT Project Coordinator

Salman Akhtar is an Information Technology Project Coordinator for ATC. He is responsible for ATC’s IT infrastructure, GSA vehicles management, and ISO quality management and auditing. He leads the company’s internal audit function improving the risk management practices of ATC's financial, operational, and information system internal controls. Mr. Akhtar has over 15 years of experience in IT, and over 7 years of experience in Quality Management. He has a master’s degree in business information technology, and has technical and business certifications including a lead auditor certification for ISO 9001:2015.
